Based on figures released by Israel, no fewer than 98 Palestinian individuals have died while detained starting from October 2023. A rights monitoring body based in Israel has stated that the true figure is almost certainly substantially larger, due to numerous of missing individuals from Gaza.

Report Findings

A new investigation recorded fatalities attributed to assault, lack of healthcare, and starvation. Researchers utilized transparency petitions, forensic reports, and interviews with attorneys, advocates, relatives, and witnesses.

Government bodies released complete statistics solely covering the opening period of the hostilities. During this time, official figures reveal an record fatality rate among detained Palestinians, amounting to a life lost every four days.

Recent Figures

The military most recently revised information on custodial deaths for May 2024, and the prison service by September 2024. Investigators identified a further 35 casualties in confinement after these periods and confirmed them with Israeli authorities.

Although the total number of casualties recorded being much greater than other recent estimates, it likely does not reflect the full scale of losses among Palestinians, as stated by the director of the prisoner monitoring division.

“Although we are presenting proof for a larger total of deaths than earlier indicated, this is not a full picture,” he stated. “We are confident that there are even now people who perished in confinement that we are unaware of.”

Non-Combatant Fatalities

Classified official information suggests that the majority of Palestinian prisoners from Gaza who died in prison were civilians, based on a related investigation.

In May of the current year, a defense forces registry following all fighters in Gaza, a list of over 47,000 named individuals, listed merely 21 casualties in custody. At that time, 65 individuals from Palestine from Gaza had lost their lives in detention.

Custodial Environment

Just one case of beating prisoners has proceeded to court, with the military personnel handed a punishment to 210 days. An effort to charge additional individuals over a vicious assault including sexual violence resulted in political demonstrations and the apprehension of Israel’s chief legal officer, with the accused individuals now demanding that charges against them are dropped.

Absence of Consequences

“Regardless of this large quantity of deaths, over two years not one individual has been arrested,” the spokesperson said. “There are no charges over any death.

“While these measures continue to be enforced, all Palestinian detainees in custody faces risk, including the those in good health, also the young ones who have no medical issues.”

Notable Incidents

Some deaths in detention have been high profile, for instance a 50-year-old healthcare leader who lost his life in prison after a third of a year in confinement.

A prisoner detained alongside the victim reported that he was led to the yard by prison staff shortly before his death, clearly wounded and naked from the lower body. His corpse has not been repatriated to Gaza.

Additional detainees who lost their lives in confinement by Israeli authorities stay unnamed. Detention administrators and military gave analysts with the total of fatalities in confinement, and limited other details including the location where they died, but not the inmates’ personal details.

Identification Challenges

In 21 cases, primarily individuals from Gaza, researchers were not able to match the few details given by officials to a death documented by human rights groups, either through testimony from former inmates or accounts in the media.

The inmates’ next of kin may not know about their family members’ fatalities also, as Israel has created obstacles to track detainees it is confining.
